The Netherlands looks set to raise its license application and amendment fees for online gambling operators in the country from April 1st.

Arno Rutte, the State Secretary for Justice and Security, decided to update fees to reflect indexed 2021 rates.

The cost of a new remote gambling license will increase from €48,000 (£41,641) to €61,300 (£53,180) starting in April, and the cost of amending an existing license will increase from €8,000 (£6,940) to €10,200 (£8,848).

The changes are meant to pay for the operational expenses of the Dutch gambling authority Kansspelautoriteit (KSA), with personnel costs accounting for 83.5% of revenue and material expenses for 16.5%.

Rationale, Other Fee Changes and Tax Context

In its notice, the Government Gazette stated: “Due to wage and price increases and the associated indexation, the fees associated with processing such applications are being adjusted.”

It further stated that the updated fees continue to cover the expenses of processing license applications.

The initial five-year licenses of online casinos that joined the regulated market when it opened in 2021 will expire at the end of this year, and renewals will be subject to the higher fee structure.

A number of other permit categories are also impacted, in addition to remote licenses.

Large incidental games of chance with prize pools exceeding €500,000 (£433,737) will cost €30,600 instead of €24,000 (£20,819), and non-incidental gambling permits will cost €35,800 (£31,055) instead of €28,000 (24,289).

The rate on gross gaming revenue has increased from 30.5% to 34.2% and will reach 37.8% on January 1st, 2026, in addition to the gambling tax increases that have been implemented over the previous two years.

The KSA also released its supervisory agenda for 2026, outlining five key areas: combating illicit gambling operators, safeguarding vulnerable populations, overseeing operators’ duty of care, keeping an eye on advertising regulations, and enforcing adherence to the Anti-Money Laundering and Anti-Terrorist Financing Act (Wwft).
