
A bill that would forbid using credit cards to finance sports betting accounts in Virginia is being considered by lawmakers.
Introduced in a 2026 session, HB515 would amend the current sports wagering legislation to prohibit licensed operators from taking bettor deposits or credit card payments.
Deposits into online sports betting accounts are among the transactions specifically associated with sports betting that are targeted by the bill.
Other accepted payment methods, like debit cards, bank transfers, or authorised digital wallets, would continue to be governed by current regulations. However, credit card funding methods would have to be blocked by sportsbooks and associated payment processors.
Key Provisions and Compliance Requirements
Section 58.1-4031 of the Code of Virginia, which regulates sports betting behaviour and payment methods, is amended by HB515.
No permit holder, sports betting platform, or affiliated vendor may accept a credit card as payment for sports betting transactions, according to additional language added to the text.
Both in-state and out-of-state businesses with a Virginia sports betting license that accept bets from clients who are physically present in the Commonwealth are prohibited.
The bill gives the Virginia Lottery, which oversees sports betting, enforcement authority.
To guarantee compliance, operators would have to update internal controls and payment systems, which would include removing credit card options from automated deposit tools, cashier pages, and registration flows.
Operators would be subject to administrative sanctions, fines, or other regulatory actions as decided by the Lottery under its current enforcement powers if it violates the credit card ban.
